Yes it's the area code for the part of San Diego where he is from.

So I wonder if he is comparing himself to Jesus, or just likes the scripture. hmmmmmmmmmm I hope it's the latter. If it is the other, he needs to see a head shrinker.

It has nothing to do with religion.

619 is his area code in San Diego.

THE 6-1-WHERE? Why does Reggie Bush paint "619" — San Diego's area code — into his eye black? "When I do that, it's my way of keeping myself humble, of representing my hometown and letting them know I'm not going to forget where I came from."

I also found it on Wikipedia:

Biography
Reggie Bush grew up in Spring Valley, California. His father was a campus security officer and his mother was a deputy sheriff at the county jail. He attended Helix High School, where he excelled at football and track. In football, he and former Utah quarterback Alex Smith led the team to two sectional championships. He is currently studying political science at USC. Bush etches the number "619" on top of his black under eye markings as a tribute to the area code of southeast San Diego county.

If it was biblical he would have been wearing a multi-colored wig!

The professional wrestler, Ray Mysterio Jr., had a finishing move known as the 619, after the San Diego area code. He was doing that while Bush was still in high school.
