Tommy is currently listed as Other (4th) KR and PR but he definitely not 4th if you look at who is in front of him.
KR1/PR1 - Tre Turner who is also WR1. He's almost definitely not going to be returning kicks/punts if he's a starting WR, and especially not doing both.
KR2/3 - Sincere McCormick/Dylan Laube. These guys are currently sharing RB4 so one or both won't make the team.
PR2 - Ashton Jeanty. No way they're sending their first round draft pick out to field punts.
PR3 - Alex Bachman. WR2 in front of Tommy.
Based on the current depth chart Tommy is KR2 and PR2 if this were the regular season and could possibly start if they give him enough chances this weekend to push the other guys out of the way.

I wouldn't put too much stake in the depth chart that the teams website is putting out. I've been told for years from NFL beat writers that depth charts are put together by the teams PR department and not the coaches. They're usually exceptionally inaccurate.

The Raiders even include the word "unofficial" on their online chart! Tuned in awhile ago. 1st quarter just wrapping up. No Tommy sightings yet, as expected for the first half.

If Tommy makes the 53, it will be with the fewest snaps, even on ST, than I can recall for any Raider player in a preseason.
I’m wondering why they drafted him at this point.
The weird thing is he makes some plays when given the chance, and the overall roster sucks. Bachman and Laube offer nothing to a winning NFL team. Slow guys who try hard and getting multiple chances to do nothing.

There's been something off since OTA's. He was in receiver drills for the first few days, then for a long stretch he just stood in the receiver lines but didn't get any reps. I saw that in multiple YouTube videos that shared raw footage of drills. He was the only receiver not taking reps. During training camp they started working him in again, but come on - how do you not let your QB-to-WR project get reps in OTA's then expect him to perform in camp?

He caught a low ball in the slot over the middle.
Bachman/Bauman (81) is 29 years old and getting every chance to keep disappointing me as a lifelong Raider fan.
I also think Jack Bech was a miss as a second round WR. He gets zero separation on the outside and isn’t quick enough for the slot.

Even it you make the initial 53, there is a mass shopping spree of newly available players cut from other teams that are often picked-up pushing someone off that initial 53.

The probable plan was to sign him to the practice squad. To do that he has to clear waivers. They don't want the other teams to see him on tape and claim him off waivers. They know he is a project and needs a year on the practice squad.
