Question for law officianados

I had been following the incident in Arizona, the Rancher that shot the illegal that was crossing his property. It was a mistrial, the prosecutor chose to not bring it up again. The Judge dismissed the charges, with prejudice... What does that mean?

It means it's over. Can't be recharged.
