This is so beyond stupid. MSU was part of a program called the PhD Project that was a consortium of colleges/universities formed to encourage individuals from underrepresented populations to apply to PhD programs. There's no preference given in the admissions process. It's not taking away spots from white people. Just a complete joke.

I reread and my original statement was off. Sorry.
What you see often is the reverse. For example the total bill for a doc service if you have insurance is less than the total bill if you don’t. Insurance companies get negotiated discounts and of course individuals don’t.
Read your note too quickly and assumed that was the deal. Only explanation I can think of is the company recognizes if a person doesn’t have insurance the odds are higher that he doesn’t have a job than those that do and they are willing to get paid less than nothing at all.
