I presume that ISU released her. But it is not totally unheard of for programs not to grant a release, particularly if a student wants to transfer to another school in the same conference.

Also, I may be incorrect on this, but doesn't the BSC have a mandatory one-year ineligibility rule for transfers within the conference?

A lot of the questions people are asking boil down to one question. Did she attend a class at ISU even for one day? I she did she was an official student of Idaho State and a bunch of NCAA transfer rules kick in. I don't think she did attend any classes at ISU, so then we just have to deal with the LOI she signed in 2013. She could have ask ISU to be released from her LOI. If they did do that she could have signed with any D-1 program for the just finished 2013-14 season, which as we know she did not play basketball that season. If ISU refused to give her a release from her 2013 LOI or if she did not even bother to ask for a release (which I think is the case) she would not be allowed to accept a scholarship or practice with any D-1 program for the 2013-14. She would have Essentially been required for the 2013-14 season, to either not go to school at all, pay for her own schooling and not play basketball (at a D-1 school), or go to a non-D-1 school under scholarship (D-2, NAIA, JC) and play basketball.

For the year 2013-14 (the period covered under the LOI) Amy Davis did not attend ISU or play basketball and paid for her own schooling (at MSU) that means for the 2014-15 season she is essentially a free agent, her LOI signed in 2013 for the 2013-14 season is nul and void.

That's what Lex Nelson did when she transferred from the UofM to Eastern Washington. She had to sit out a full year, but that may be the case straight across the board for any transfer from one Division I to another Division I, regardless of confererence affiliations.

About the moratorium on transfers within the Big Sky: The conference does have an agreement between the schools, but with all transfers a waiver can be requested to allow the player to play that year. In past years these waivers were rarely used and were used in accordance with a set of conditions, but that isn't really the case anymore. Waivers are frequently requested and frequently granted, especially within basketball.
