Tua Tagovailoa is an NFL Qb that can’t handle that temperature. Even one of the greatest of all time Drew Brees had below average numbers in the cold. Cold and snow will affect any quarterback. Especially one from California.

FWIW, the record snowfall for a day in California is 60 inches. In Montana it's 48.

Record snowfall in a month in the US is 350 inches. In California. Record snowfall in Bozeman in a month is 30 inches.

Lamson has proven himself at this point, even if your absurd assumptions about snow and cold and California are completely counterfactual.
